BidScout Is Live — Free for the First 50 Companies

We built an AI that finds EU public tenders for your business. We’re opening it to the first 50 companies for free — here’s what it does.

BidScout is open — to the first 50 companies. No invite code, no credit card. Sign up, tell us what your company does, and start seeing matched tenders. That’s it.

We’ve been building this for a while. Today it’s live. Here’s what it is, what it does, and why we’re giving it away for free right now.

Why this exists

EU public procurement is a two-trillion-euro market. Every year, governments across all 27 member states publish hundreds of thousands of contracts — IT services, consulting, construction, medical supplies, facility management, you name it. By law, these opportunities are published openly. Anyone can bid.

In practice, almost nobody does. Or rather, the same large companies bid over and over, while small businesses never even see the tenders.

It's not because the contracts aren't winnable. It's because the data is scattered across 30+ platforms in 24 languages. A Hungarian software company that could absolutely deliver a project for a German municipality will never find that tender — because it was published in German on a platform they've never heard of. A Czech engineering firm misses a perfect-fit contract in Austria because nobody on their team checks the Austrian procurement portal every morning.

We thought software could fix that.

What it actually does

BidScout monitors TED — the EU's official procurement database — and matches tenders to your company profile using AI. Here's the specifics:

  • 3,000+ live tenders from across all 27 EU member states, refreshed twice a day
  • AI matching — you describe your company once, and every new tender gets scored against your profile. Not keyword matching. Actual semantic understanding of what the tender needs and what you do.
  • AI summaries — every tender gets a plain-English summary: what they're buying, who can bid, how they'll evaluate proposals, when it's due. A 60-page German procurement document becomes five bullet points you can read in 30 seconds.
  • Daily email digest — your top-matching tenders land in your inbox every morning with match scores and summaries. You don't even need to log in.
  • Dashboard — search, filter by country or contract type, sort by match score or deadline, save interesting tenders, give feedback to improve your matches.

What it doesn't do yet

We believe in being honest about where we are.

Update: We’ve since added Hungary’s EKR national portal — read the full story. Czech Republic’s VVZ is next.

BidScout now monitors TED (all 27 EU countries) plus EKR (Hungary's national portal, including below-threshold tenders). Czech Republic's VVZ, where more below-threshold opportunities live, is next on our roadmap.

We also don't do bid-writing, document management, or team collaboration. There's no way to submit a bid through BidScout. We're a discovery and matching tool — we help you find the right opportunities fast, but the bidding itself is still on you.

These features will come. But we'd rather ship something useful now than wait until it's "complete."

How matching works

This is the part people ask about most. We wrote a deep dive on how the AI matching works — embeddings, scoring, cross-language matching. Here's the short version.

When you set up your company profile — what you do, your past projects, your capabilities, where you operate — our AI turns that into a mathematical fingerprint. A dense vector of numbers that represents the meaning of your business.

Every tender that comes in gets the same treatment. Its title, description, category, and requirements become another fingerprint.

Then we compare them. The closer your fingerprint is to a tender's fingerprint, the higher the match score.

Why does this matter? Because a German tender titled "IT-Infrastruktur Modernisierung" will match your English company profile that says "cloud migration consulting." Keywords would miss that entirely — the words don't overlap at all. But the meaning does. That's the difference between keyword search and what we're doing.

It's not magic. It won't catch everything, and sometimes you'll see matches that don't make sense. That's what the feedback buttons are for — tell us when a match is off, and the system learns.

Why free? (For now.)

We’re early. Let’s be straightforward about that.

Paid plans are coming. Scout at €29/month, Professional at €79/month, Enterprise at €199/month. You can see them on our pricing page — we’re not hiding the eventual cost.

But right now, we’re opening BidScout to the first 50 companies for free. All features, no limits, no credit card. We’re keeping the cohort small on purpose — we want to work closely with early users, learn what works and what doesn’t, and iterate fast.

Why? Because at this stage we need real users and real feedback more than we need revenue. We need to know which matches are good and which are garbage. We need to learn what features matter most. We need people using this thing every day so we can make it actually work well before we charge for it.

If you get in now, you get the full product for free while we figure all that out. We think that’s a fair trade — you get a useful tool, we get the feedback we need to build a better one.

Try it

Create your free account here. It takes about two minutes — you’ll set up a company profile and start seeing matched tenders immediately. Limited to 50 companies — if spots are full, join the waitlist and we’ll email you when more open up.

Once you’ve set up the daily digest, you don’t even need to log in again. Your top matches just show up in your inbox every morning.

No credit card. No commitment.

If you have questions, feedback, or something is broken — email us at hello@bidscout.eu. We read everything.
